I have followed the directions exactly 6X's and cannot seem to get the same number of rows even on both shoulders before I add the 28 CO stitches that join the two sides together. So frustrated. Why does it say Row 2 ALL of those directions - How can this be 1 row? At this point my rt is always longer than my left. HELP

Row 2 is the first shoulder shaping row so it should be longer at the neckline on both sides than at the outer edges. Is that what concerns you? Or do you mean the right shoulder side is longer than the left shoulder? That should not be the case at all.
Row 2 is all those directions because it starts at one end and includes four SHORT rows ending with a wrap-and-turn, and finally then finishes at the opposite end. So it is all part of one row from end to end. Maybe a diagram will help. Click the link below to see an image of what Row 2 is doing.

That said, I should also say that shoulder shaping is optional. In fact one of my teachers Arenda Holladay, says she never bothers with shoulder shaping. So if this is still a problem for you, just purl straight across Row 2 on both the back and the front.

Let me know if you still have questions.
